It seems Motorola doesn’t feel just ready to start pushing out unlocked boot loaders because their latest phone apparently “doesn’t include that feature.” If you were in attendance today at Motorola’s and Sprint’s event in New York, you would’ve left with the impression that their new partnership phone will be unlocked. After a little digging by a few blogs, it was found that the phone will not have the feature.
"As we've previously communicated, it is our intention to include the unlockable/relockable bootloader in software releases starting in late 2011, where operator and channel partners will allow it. However, this feature is not included in the software found on PHOTON 4G."
