There are 2 definitions for unlocking:

    1. Unlock from one carrier. Many GSM devices can be unlocked and used on different networks worldwide.
    2. Unlocking the bootloader is gaining full access to the device: kernel, system,

Rooting means gaining super user (admin) access to your day vice. A device can be locked but also rooted (think most Motorola devices). And many can be bootloader unlocked and not rooted or rooted (think nexus line and many HTC and Samsung devices.

Well put xer. Also remember if its unlocked that means voice works on other networks and data will sometimes work and other times will not but never at high speed. Just in my experiences with data.

For HTC you need the stock system RUU which you can rename and flash in hboot...I believe. I'm not too knowledgeable with HTC.
