Gee... I guess that doesn't meet his requirement for a FREE program then, does it?

nope thats why i said i was sorry... lol but photoshop could easily be found on torrent sites and offers way more options for wallpaper creation but of course we are not talking about the same category of apps lol ;)

GIMP

XnView

IrfanView

Thumbs up for Irfanview. I've been using that program for years and years! I love the batch conversion feature if I need to downsize a bunch of pics to email or something.

I also used IrfaView for quite a while but switched to XnView. I think XnView is a bit better.

Gimp is good and Infraview is good, I use Photoshop myself. Depends really on what you want to do. If just a simple resizer is all you want then grab the Windows Powertoy Image resizer, super simple just right clickt the image click resize then choose one of three options or choose custom size.
Another option would be to just use MS paint.

We don't really want to be advocating the illegal downloading of pirate software on this site do we?

Let's not confuse the OP. It's called Irfanview.

Is the free Photoshop Express Android app no good for cropping and resizing? I installed it on day 1 of getting my phone but I've never needed to use it.

It was a TYPO, google would find it just fine either way....

And as I was selectively quoted.... I switched to XnView... which is better.

Has nobody else tried the free photoshop express android app? It looks fairly nice. If the OP was looking for PC apps though, Irfanview is sufficient I guess.

Although I have Photoshop CS3, I still prefer my Corel Photopaint version 8. It's nowhere near as powerful as PS, but so much easier.
