must it be built in to the charger? I don't see where there is enough substance to the wall plug that comes with the phone to have an IC chip built in, does anyone know anything about this?

AFAIK, all modern consumer electronics have some form of charge 'governance' built in, but this will not be sufficient protection from a faulty adapter/wall-wart, that is putting out current well in excess of its rating.

I asked in reference to the non OEM car charger that Costco included with the G2, but really would not keep the phone charging in the car more than to top it off. Also curious because the adapter for the USB/110v seems too small to have any regulating circuitry...

While I haven't see the adapters you describe, they tend to contain a 'switch-mode' power supply, often a very small circuit, to output the desired voltage and amperage required..then the device itself charges based on this input.

The adapter I describes is the one that came in the box with the G2 - I am sure you have seen it!
