So if rooting/jailbreaking has become legal in the US, what are the chances of the guy who rooted using dev tools releasing us the means to do so, and has anybody PMed or emailed him?

Does he even know he's not breaking the law?

The problem is that, I think, Motorola won't allow anyone to release those tools to the public. I hope I'm wrong and that new law meameans that he can release them.

I'd love to think otherwise, but the chances are very low. In theory, moto couldn't punish him for publishing his rooting method, but they could certainly do it for breaking his NDA (because, at least, he claims to be bound by one).
Moreover, as I understand it, the ruling does not bind companies to release procedures for rooting/jailbreaking. What it allows (encourages?) is unorthodox methods of privilege escalation on devices one owns; so even though I could expect some ebay sellers or stores to freely and openly offer rooting/jailbreaking services I would not hold my breath on a motorola/apple official rooting kit.

This is a won battle, but the war still rages on...

Though if the Motorola or Apple did release a root kit, they would be loved by the community so very much. I guess they just don't want our love.

As a matter of fact, they did. At least as far as the (linux) kernel and some other components go, because they are licensed under the GPL.
That is also why companies such as Motorola have to release the code if they put android on a device.

EDIT: d'oh, posted before the edit...
