Yes, you'll have to run those commands from your Android SDK tools folder unless you've already added them to the Windows path. Meaning you can run the adb commands from anywhere, not just from the folder that adb is sitting in.
If you're not experienced enough in this kind of thing or you don't feel confident following the guides, don't. Not being a smarta$$, seriously. I would wait till there's a more streamlined process that doesn't require having some of the basic knowledge (like unix commands and such) and some of the tools (like the Android SDK) installed already, etc. I'm no expert on the topic, I have enough know-how to be dangerous to myself, lol. I'm willing to take some risks that I wouldn't otherwise because of my pc/phone modding experience (been playing with computers since commodore 64/apple IIe, remember the days of bbs's and LOTRD??).
