I dont know if the phone does it but if your looking for that feature,the Jawbone Icon has it.It does the voice announcement of the incoming phone number.
I you are running Android 2.2 or later, you can do this with my new "Ear Buddy" (aka "BT Call Announce") app.
It is $1 for now, and can announce calls to BT headset, wired headset or speakerphone, and allows you to have separate preferences for each (by default, it assumes you'd rather just use the ringer when there is no headset at all).
I'd be keen to hear feedback on it.
