It is cheaper than skype and the minutes don't go stale after a certain amount of time. I use it on wifi abroad to avoid roaming on outgoing calls. The account balance is still there after six months of inactivity.

The downside is that it takes a little more technical expertise than an all-in one program like skype, but the service is better and cheaper.
Is the app that you are talking about this one: "sipdroid Voip + video call"?

    3CX and callcentric

I was able to install 3CX from the market place and use callcentric.com as the voip provider. I am using this in Canada with a Canadian number and am accessing the service via a wifi connection. So far I've made a few calls, sound was ok and connection stable
There is room for improvement with the 3CX app however it does function.

I use nimbuzz, you have to download the app, register with them, then you can log into to Facebook chat, msn, yahoo, google chat, skype (calling aswell) and more!

I use Nimbuzz too, I'm happy with it.

Apparently they're releasing a version with a dial pad to call any number over Skype. Can't wait!

Nimbuzz just released a new version to the Market with a dialer! Not only that, you can set it to use Skype Out as default.

    Testing now....
