I don't know of a way to password protect the market or its downloads, but I believe if you uninstall the downloaded apps within 24 hours, you won't be charged (or will be refunded). I do not know this from first hand experience.

XXXXXXXXX has cancelled your order. You have not been charged.
    Reason: Other (describe below)
Comments from xxxxxxxxx Cancellation requested from phone.

Regardless of the ability to refund apps, this would be a nice feature. If could also block the unauthorized uninstallation of apps. For example if I put the GPS tracking app on my kid's phone so I can verify he is not cutting school, this would let me prevent him from removing it.

It would also go a long way towards making Android acceptable for enterprise.

Couldn't he just turn off his phone?

Well sure, but then he/she (I don't have kids) wouldn't be able to use the phone. A better example would be an employee or field salesperson, etc.

It could also be used for security type apps, etc.
