Ok sorry I miss understood when you first said it. But judging from the error message it is exactly what it says you have a non Google singed zip which means that you have to do one of two things install a custom recovery (for this you will need root access) or find another .zip but one that is Google singed.

Well I know the name says it is a singed .zip but maybe the signature is not correct for some reason. And yes you can root without booting into the full OS but no it is not from bootloader it is from fastboot also when your phone went like this was usb debugging enabled?

Go to settings-> language and keyboard (this will have an square with an "A" in it as an image and is the 10th item from the top) -> select language (this is the first option on the top then look for the language you want in the list that shows up.

I'm still trying to figure out what he did to make his phone do that because nothing that the standard user should be doing can cause the phone to get the endless :nexusx: thing

Probably a corrupt database, or something... Could be caused by pulling the battery, or crashing while installing something, etc...
