    Nope, N1 has an integrated GPS receiver, to enable it goto Settings>Location and Security>Use GPS. The default maps app doesnot provide offline maps support, so you still need 3G.
    For offline maps support try downloading OruxMaps from the market, it's in Spanish (think so), but it has an utility to create offline maps. Other alternative to use offline maps is CopilotLive (49$ but you can get the apk searching in google)

    AndNav2 is another nice mapping program that handles off-line maps. It's free, but I don't think it's in the market. Google for it.
