I'm guessing Videotron have a tweaked version of the ROM on their phones, which would also explain why you haven't received the update...

You can try flashing a completely stock image, and then updating. Though, I have to say that there is nothing of any significance in the update...

Which hboot version do you have?

Hold the volume down key when booting up.
You will get a white screen with 3 androids.
The hboot version is listed with other info at the top of the screen...

    You can either:
1 - flash a completely stock image, and manually update to FRG83D. This will probably require rooting, because of the 0.35 hboot you have.
2 - wait for the update. Videotron are probably tweaking the update, before sending it out.
3 - root, and run custom ROMs.
4 - don't worry about it, because the latest update is nothing (you won't notice ANY changes, at all)

There is a 5th option, which is to manually install the update, but it may not work on the Videotron ROM you have, and there's no telling what problems it could cause...

You could also try posting on xda, and see if anyone there has any ideas?
