Try looking on the Market for an app called "Bluetooth Transfer Wizard" and see if that fixes the issue.

What "files" application are you using?

And I know its a stupid question, have you already paired your phones together? When I send apps back and forth I make sure to do that.

By the way, another decent way to do this is Dropbox, I've often tried sending apps back and forth but it requires to be zipped in order to be bluetoothed over.

Just to let you know here are my steps:
1: Make sure my two devices have already been paired once, so they should be displaying "Paired but not connected"
2: I use Root Explorer or ES File Explorer to select the file I want, and hit "send". I select Bluetooth
3: I select the device I want and then from there a notification pops up on my other device and I click "accept", and it transfers.
