Possible locked sim card?

Hey there, i manually updated my father's nexus s to ics which is running on t mobile. It wasn't rooted or anything. It installed just fine but the phone does not want to read the sim card. when we placed the sim card in another phone it worked just fine. I tired to get the bootloader unlocked via fastboot so i could get superuser and cwm on it and try to install a rom but it didnt work since when i typed "adb devices" in command prompt it doesnt show up. I'm certain that the drivers for the phone have been installed.

Have you tried reinstalling the update? Also, was this an official update or a ROM?
