Urgent, Related to Google License and CTS Testing

Hi,

I require help and information on the Google License, when acquiring for google license/ android license is it only brand related for this and does not require CTS compatibility testing because the CTS is in my eyes relates to the developer side of new apps and so on.

My CTS relating question is, I'm busy going through a new device CTS testing and it is failing the SUID part, now the script the SUID is done is as follow for the SU root:
User: root
Group: root
Permissions: -rwsr-sr-x
Path: /system/xbin/su

Is there anyway on my part I will be able to pass for this kind of test now and if so please help and explain. Also the chipset it is using is an Allwinner (boxchip) A10.

This is very urgent and important please any information on this ASAP.

Also if google license/ android license are brand related where will I find to register this device/brand for a license at google/android?

Also I want to know if anyone here know how to run the cts-usb-accessory test on a windows OS and not on Linux please
