Message "Process com.android.settings Has Stopped Unexpectedly

Hi,
i'm a new android user and a new android.net user, so forgive me for something "out of its place"

I bought a used Samsung Galaxy S I phone and, when trying to set screen lock it shows the message
"The application Settings (process com.android.settings) has stopped unexpectedly. Please try again. And obligates me to "force Close".

Has anyone some idea why it can be happening? and how can i fix it?

I'm using this exemple, but it also happens somentimes with other things i try to do.

Is everyone that is having the issue have the same phone as the OP? Also, are all of you rooted? If so, what ROM?

Hi Thunderbolt. I have the android ZTE990G. I am so new to this kind of phone that I dont know what OP or ROM means. Please forgive me. All I know is, for some reason, my phone wont ring and if I try to use the button on the side of my phone to turn the volume up/down or vibrate, my phone turns off.
