    Voice is blocked on a network level for US users. And that's for everyone that's not using Verizon, as VZW actually encourages Skype over 3G on their network.

    Officially voice over data is blocked. I believe there are other apps and methods I believe such as SIPdroid which should probably work. I only have Edge and haven't really tried it over voice, but don't know why it wouldn't work.

    ^Yep. AT&T blocks the TCP/UDP ports used for Skype voice calls. Actually I'm kinda glad they did it. Verizon has network capacity to spare for such things... AT&T doesn't. If lots of people were to suddenly start using skype over 3G for voice on AT&T's network, wireless data speeds for just about everyone would suffer big-time. Another thing that kills voice over 3G (and video really) is latency. HSDPA is decent, but still not anywhere near ideal for VoIP apps. Verizon's EV-DO Rev.A has lower latency than HSDPA most of the time.
