Text to Speech Not Working

Hello peeps,

I have a galaxy note and have activated the text to speech so the the phone notifies me of who is calling and texting.

The phone part works but the text message part doesn't.

I get the text message tone but no speech telling me who is messaging.

I have double checked all the the settings, even used default settings, made sure everything that needs to be checked is checked, restarted my phone, used both samsung speech and pico speech.

It's driving me nuts!

Any ideas?
