Video Calls on Bell Network

Has anyone on the bell network had any problem with video calling? Is it an additional feature which you have to pay for? Me, my wife and my brother all have the same phone on the same network and it doesn't work got any of us.

I downloaded the Tango app from the market and used it to talk to my son in law who has the same phone. It worked but not very well, but I think that was due to where I was and reception was poor. Never did bother with it further. It claims to be free, just uses data (is my understanding). Good luck
